Road tax is paid to the state government. So when you shift from one state to another, you have to pay the tax again in the new state. The NOC is a document stating that you did not have any issues with your vehicle in your previous state.
You can ride your bike in Pune w/o paying road tax for 60 days maximum.
Thinking in a sideline, - you are going to stay in Pune for less than a year. The chances of you getting caught by traffic can be once in three months maximum. Each time you pay a fine of 500/600 odd Rs or something, you will be paying less than your road tax.
