You can have a word with the State Social Welfare Dept on the formalities for registration and availing state funds for promoting women and child development, assistance to handicapped etc..
You can also have advise from leading NG Os in your area. You may form a group of multi disciplinary graduates, like Sociology or Social Work graduate / rural economist (if you are agrl economist then that would also suffice) / and specialities relating to your chosen area of function (if rural, an agrl engineer / etc.) and frame your proposed activites, like promoting environmental instersts or giving awareness and training in organic farming etc..
With all these documents and the registration certificate you can also approach govt depts of the state / centre (for outlays under NWDPRA etc) or even a bank to avail financial assistance to start your programmes.. You have to first make your group presence felt by conduct of good awareness progs locally have them flashed in local dailes, documented by you and so on so as to involve yourself in the govt development activites where NGOs are also involved.. As there is provision for your adminstrative and service expenses, it would be viable that way..
Any way you can contact a good local NGO, SWD officers etc and get more details about your registration and other formalities and activites you can take up with advantage.

Make sure you have the business skills, or the business backup.
Unfortunately these days being an NGO needs those skills, as well as the commitment and compassion and knowledge of the area you want to operate in.
