You can try spraying with WD40 and leaving overnight so it can cut through the tar. Also you could put some oil on the tar and scrub with a toothbrush. Let that sit for a couple of hours and then wash in really hot water. The oil should losen the tar. Can Someone Advise How to Remove Tar Stains from clothing
i use a product called SOL-U-MEL, it got tar off my car with ease. good luck!!

My Mum used to use butter if we got tar on our clothes as kids. Of course you then have the grease stain to get out but that is easier than the tar.
