I did smile when you asked this question. It is a good question to ask. Perhaps designers didn't have much say in how the sign was portrayed back then, but to change it now would bring confusion, at least we know what it means.
It's just another prime example of how much your 'elf n safety' mob know!

Right, but he is running in the sign cause he is the only one in the building...Seriously though it just means be careful, there will be people that will run out....
If he was standing still, you would pee on him!!
he's not running . just walking with big steps. That's acceptable.
He's not running, he's disco dancin' to get people's attention.

I especially like the one fire escape sign with the man running down the steps, it just looks better than the one of him walking with no urgency.

Here's another good sign, not quite a contradiction as your sign implies but it's funny as hell and real.
